Professor Wenhua SHAN, Dean of XJTU School of
Law, was invited to attend the Ministerial Session of the 24th Meeting of the
Energy Charter Conference recently.
The Ministerial Session of the 24th Meeting of
the Energy Charter Conference was held in Nicosia, Cyprus on 5-6 December,
2013. This important event was attended by the Ministers from the member states
of the ECT, the principals of relative international organizations and some
personages from academia and industry. The Ministerial Session concentrated on
the first fifteen years of practice and theory of energy investment promotion
and protection under the ECT, with a special focus on investment arbitration.
Professor SHAN made a presentation entitled "A Matrix Analytical Framework
for ISDS Reform" at the Meeting.

Before the attendance of the Ministerial
Session of the 24th Meeting of the Energy Charter Conference, Professor SHAN
was also present at the meeting on "Anatomy of the Invisible EU Model
BIT" in Vienna and delivered a keynote speech entitled "Market Access
Provisions in the Potential EU Model BIT". He pointed out that the BITs
signed lately by economic powers, such as US, EU, China, Japan and India, have
been increasingly becoming consistent with each others, which indicates the
gradual formation of the global “BIT2.0”and lays a solid foundation for the
negotiation on Global MIT.
